Pre-packaged Plant Rooms
A Smarter, Safer and More Efficient Solution from Holdens Engineering
Delivering critical building services infrastructure has always posed challenges—tight schedules, complex coordination, site restrictions, and weather interruptions are common risks that can delay construction and increase costs. In response, more clients across the UK’s industrial, commercial, and public sectors are turning to off-site prefabrication methods to improve quality, safety, and reliability. One of the most effective of these methods is the use of pre-packaged plant rooms. At Holdens Engineering, we have been designing, fabricating and delivering these fully integrated systems for several years. Built to BS EN 1090 standards under our ISO 9001:2015 certified quality system, our pre-packaged plant rooms offer a true “plug-and-play” solution for mechanical and electrical services—reducing programme durations, controlling costs, and improving delivery certainty for complex projects.
What Is a Pre-Packaged Plant Room?
A pre-packaged plant room is a complete mechanical and electrical service system housed within a modular steel-framed enclosure, weatherproof structure, or ISO container. Each unit is built to suit the specific requirements of a client’s project—whether it supports heating, chilled water, hot water, compressed air, fire suppression, or filtration. The entire plant is pre-assembled, wired, piped, and tested at Holdens’ dedicated engineering facility, then delivered to site as a ready-to-connect module. This approach eliminates the need for traditional in-situ plant room construction, offering a self-contained, factory-built alternative that is delivered and commissioned in a fraction of the time.
Designed to Integrate Seamlessly
Holdens Engineering works closely with main contractors, consultants and end-users to design and configure each plant room for its intended application. We provide a complete end-to-end service—from concept and CAD layout through to delivery and commissioning. Typical systems integrated within our plant rooms include:
- Heating and hot water generation
- Pumped systems and circulation pipework
- Fire protection pump sets
- Cooling systems, chillers, and refrigeration plant
- Compressed air generation and control
- Water filtration and treatment systems
- Electrical switchgear and distribution
- Environmental control and cleanroom support services
Each unit is laid out with long-term serviceability in mind. Components are mounted with access clearance, pipework and valves are clearly labelled, and safe isolation and drainage points are included as standard. This ensures ease of maintenance and minimises operational disruption.
Quality-Controlled Fabrication Environment
Building a plant room off-site gives us full control over the environment in which it is constructed. Unlike on-site builds that are subject to weather, time constraints, and shifting site conditions, our workshop offers a stable, well-lit, and fully equipped environment. With overhead lifting equipment, dedicated welding bays, and permanent tooling stations, Holdens’ engineers are able to produce consistently high-quality assemblies with superior accuracy and finish. All work is carried out by qualified personnel under documented procedures as part of our ISO 9001:2015 quality management system.
This ensures full traceability, inspection, and compliance from material procurement through to final testing.
Fully Tested Before Delivery
Every pre-packaged plant room is comprehensively tested before it leaves our facility. This includes pressure testing of pipework, functional testing of pumps, flow circuits, safety devices, and electrical systems. Testing is witnessed by our internal quality team and can be attended by clients, consultants, or third-party inspectors if required. Once the unit passes its Factory Acceptance Test (FAT), it is sealed, shipped and delivered as a complete asset—ready for final connection on site.
This pre-testing phase not only verifies functionality but significantly reduces time on site for commissioning and snagging.
Parallel Site and Workshop Activity
One of the most significant advantages of pre-packaged plant rooms is the ability to run construction activity in parallel. While the building envelope is being erected and internal works are progressing, the plant room is being constructed off-site. This simultaneous progress offers major programme savings. It also reduces the number of contractors working in congested areas of the site, helping mitigate health and safety risks associated with overcrowding or overlapping trades. For sensitive sites such as hospitals, laboratories, or food processing plants—where minimising disruption is essential—this modular approach offers both speed and simplicity.
Pre-packaged Plant Rooms
Reduced Site Risk and Improved Safety
Traditional plant room construction often involves hot works, working at height, confined space entry, and other high-risk activities. Moving these tasks into a workshop setting significantly reduces exposure to these hazards. In our engineering facility, all works are carried out with appropriate fume extraction, safety guards, segregated areas and clearly defined workflows. Staff have access to the correct lifting equipment, work at proper bench height, and follow structured safety protocols.
By delivering a complete, tested system to site, Holdens reduces the scope of on-site work to essential connections only—shortening exposure, lowering risk, and simplifying contractor supervision.
Accelerated Project Delivery
Because pre-packaged plant rooms can be built independently of site progress, they often arrive earlier than would be possible with a traditional sequential build. With minimal finishing required upon arrival, the unit can be brought online rapidly, supporting early commissioning of heating, hot water or process systems. This is particularly valuable on time-sensitive programmes—such as summer retrofit works in schools or phased occupancy of healthcare estates—where the timeline from start to handover is tight.
Greater Cost Certainty
Clients increasingly seek greater control over construction budgets. Pre-packaged plant rooms help deliver this by reducing the variable costs associated with on-site fabrication, such as extended hire periods, delays due to weather or access, and rework caused by misalignment or clashes. By fixing the specification early and constructing in a controlled setting, Holdens helps reduce wastage and unexpected labour or material overages. All costs are defined clearly at quotation stage, and testing removes uncertainty about future repair or compliance issues.
In many cases, modular plant rooms are more cost-effective than on-site builds when lifecycle cost, rework, and installation time are accounted for.
Built to Standard and Built to Last
Holdens Engineering’s pre-packaged plant rooms are built to comply with all applicable legislation and industry codes. We design, fabricate and certify in line with:
- BS EN 1090 (execution of steel structures)
- ISO 9001:2015 (quality management systems)
- Pressure Equipment (Safety) Regulations 2016
- Relevant Building Regulations and IEE Wiring Regulations (BS 7671)
- We also support CE/UKCA marking, third-party inspection and integration with on-site BMS and SCADA systems where required.
Adaptable to Your Sector
The versatility of our plant room systems makes them suitable for a wide range of projects, including:
- District heating and energy centres: Modular hot water plant rooms for new-build housing schemes or urban regeneration projects.
- Hospitals and healthcare estates: Secure, low-disruption heating and water services installed without entering clinical zones.
- Educational campuses: Compact, quiet plant rooms installed over holiday shutdowns.
- Industrial process facilities: Skid-mounted plant with compressed air, chilled water or chemical filtration systems.
- Remote or temporary installations: Easily transportable systems for defence, utilities, or emergency services.
- With extensive experience across sectors, Holdens can advise on design, compliance, and installation based on your operational priorities.
